Measures to Further Attract and Employ Talents Under New Circumstances(37 Items of Zibo’s Talent Policy)

These measures aim to make Zibo’s work in attracting talents more targeted, gather intellectual support for the shift of growth drivers and industrial upgrading, as well as earnestly implement Guidelines on Efforts of Attracting and Employing Talents Under New Circumstances (Released by Organization Department of CPC Shandong Provincial Committee〔2019〕No. 12), which was jointly issued by 10 departments including theOrganization Department and the Commission Office of Public Sectors Reform of CPC Shandong Provincial Committee.

 I. Speeding Up the Talents Cluster Development in All Fields

1. "One Case One Discussion” Talent Attraction Plan

The project funding of 20 million to 50 million yuan will be given to international and domestic first-class or top entrepreneurial talent teams. For full-time introduced top talent teams which are in line with the city’s major development strategy, or possesses key technology, their projects will be supported by means of “One Case One Discussion”(Responsible departments: Zibo Municipal Science and Technology Bureau, Organization Department of CPC Zibo Committee).

2. Top-notch Talents Breakthrough Program

For newly trained and full-time newly introduced world-class level top-notch talents such as academicians of Chinese Academy of Sciences and Chinese Academy of Engineering and Nobel Prize winners,who lead core team to conduct industrial production in Zibo will get municipal finance support of 10 million yuan as long as confirmed. Among the funding, 5 million yuan will go to individuals as living subsidies and another 5 million yuan will go to the employers as special support for talent projects. The above funds will be distributed annually within three years according to the respective proportion of 20%, 30% and 50%. For confirmed flexibly introduced top-notch talents, living subsidies equaled 30% of their labor remunerations will be given every year, with the cumulative total amount not exceeding 2 million yuan. The municipal and district (county) finance will bear 50 percent of the above funds respectively (Responsible department: Zibo Municipal Science and Technology Bureau).

3. High-end talents leadership program

Among full-time introduced talents selected by the independent application, 3 million yuan will be given to those who ranked corresponding levels of the national key talent project, and 1 million yuan to those of Taishan Series. The above funds are one-time support, 40% of which serve as personal living subsidies and 60% as the subsidies for scientific research and projects (Responsible department: Organization Department of CPC Zibo Committee). With regard to flexibly introduced talents of the national key talent project and Taishan Series, as long as confirmed, annual living subsidies equaled 30% of their labor remuneration will be given , with the maximum of 1 million yuan and 500,000 yuan respectively. The municipal and district (county) finance will bear 50 percent of the above funds respectively (Responsible department: Zibo Municipal Science and Technology Bureau).

4. Industrial Talents Cultivation Program

 For targeted talents selection, a new round of “Zibo Talent Plan” is implemented, through which about 40 high-level industrial talents will be selected and supported every year by category of the key industries (Responsible departments: Zibo Municipal Science and Technology Bureau, Organization Department of CPC Zibo Committee). For targeted talents employment, the industrial development centers will set up special funds for talent introduction activities, and organize 2-3 specialized activities every year to meet the needs for different industries and fields (Responsible departments: Zibo Municipal Bureau of Industry and Information Technology, all the industrial development centers).

5. Postgraduates and Doctors Reserve Program

 Actions of attracting 100 doctors and 1000 postgraduates for innovation and entrepreneurship in Zibo will be organized for three consecutive years. For full-time working doctors newly cultivated and introduced by enterprises, individual industrial and commercial households and new agricultural business entities in Zibo, monthly living subsidies of 4000 yuan will be given for 5 consecutive years. The municipal and district (county) finance will bear 50 percent of the above fund respectively. The full-time doctors newly trained or introduced by municipal public institutions will enjoy the same subsidies mentioned above, while the funds will be borne by the municipal finance and the employers at the mentioned same rate. Districts and counties will support the newly trained and introduced full-time working doctors in public institutions in accordance with the above standards. Integrate the existing policies of rent subsidy and living subsidy. For full-time working postgraduates who are new graduates within five years and newly cultivated or introduced to enterprises, individual industrial and commercial households, monthly living subsidies of 2,000 yuan will be provided for 5 consecutive years.The municipal and district (county) finance will bear 50 percent of the above funds respectively (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security).

6. 100,000 College Graduates Program

Strive to newly attract 100,000 college graduates to Zibo within 3 years. Integrating the former policies of home rent subsidy and living subsidy. For full-time working undergraduates who are new graduates within five years and newly cultivated or introduced to enterprises, individual industrial and commercial households, monthly living subsidies of 1,000 yuan will be provided for 5 consecutive years. One-time living subsidies of 10,000 yuan will be provided for junior-college graduates in the same situation. The municipal and district (county) finance will bear 50 percent of the above funds respectively. For newly employed vocational and secondary vocational graduates who are new graduates within five years and have won the second prize (or above it) in the national vocational college skills competition, or ranked the top 10 in the technical college skills competition, their living subsidies will be provided in accordance with the undergraduates. 200 excellent college students’ entrepreneurship projects will be chosen every year, with fund support of 50,000 yuan for each. If the project run well in 5 years with bright prospect, another key subsidy of up to 500,000 yuan will be provided. In order to support college graduates and professional technical talents to start businesses in Zibo, 3-year rent subsidies will be provided for them to enter start-up carriers and use workstations. A maximum of 30 square meters of start-up space will be provided for teams with more than 5 people (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security). For those who participate in the “college student internship program” in Zibo city, daily living subsidies of 50 yuan will be provided, which will be borne by revenue of municipal government (Responsible department: Communist Youth League Zibo Municipal Committee).  

7. Young Professionals Cultivation Program

Enable more scientific and technological innovation professionals get access to “Zibo Talent Plan”  every year, in order to support full-time working young (aged under 40) professionals in Zibo (Responsible departments: Zibo Municipal Science and Technology Bureau, Organization Department of CPC Zibo Committee). Further cooperate with renowned institutions and universities, attract and cultivate young famous physicians and professors. Every year, select 5 full-time working young (aged under 40) professionals who have great influence or gain outstanding original achievements in fields of medical treatment, teaching, scientific research. A annual livinsubsidy of 50,000 yuan will be given to each of the selected for 5 consecutive years, which will be borne by the municipal finance (Responsible departments: Zibo Municipal Education Bureau, Zibo Municipal Health Commission).

8. Skilled Talents Support Program

The new apprenticeship system will be fully implemented to ensure all Zibo enterprises’ access to the training subsidies which will be provided to enterprises according to the certain standards: 5,000 yuan per person per year for intermediate workers, and 6,000 yuan per person per year for senior workers. The required funds will be expended from the prescribed accounts. Encourage enterprises to cooperate with all kinds of colleges and universities to jointly cultivate targeted skilled students with practical ability and employ them after graduation. If such graduates become their full-time workers, the enterprises will get a subsidy of 10,000 yuan for employing each graduate. The funds will be provided by municipal finance. Strengthen the capability of municipal public training base. Certain subsidies will be provided by the city revenue according to the number of the trained skilled personnel for enterprise. For those newly identified national, provincial or municipal technician workstations,  maximum 300,000 yuan of one-time subsidies will be provided by the municipal finance for supporting their construction and development. For enterprise workers who are newly qualified as technicians and senior technicians through training, one-time subsidies of 2,500 yuan and 3,000 yuan will be provided respectively. The municipal and district (county) finance will bear 50 percent of the above funds respectively. For full-time introduced new winners of gold, silver and bronze medals in the world skills competition, the subsidies of 300,000 yuan, 200,000 yuan, 100,000 yuan will be provided respectively. For full-time introduced leading high-skilled talents, the new winners of “ Grand Skill Award of China” or “National Technical Expert”, subsidies of 200,000 yuan and 50,000 yuan will be provided respectively (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security). Implement special incentive plan for ceramic and glaze talents. Provide subsidies for existing “masters’ studios” by referring to the standards of technician workstation, as long as these studios have made remarkable achievements in leading the inheritance of skills, driven the masses to get rich and strengthened industrial development (Responsible department: Zibo Ceramic and Textile Industry Development Center).

9. Outstanding talents start-up support program

For top, high-end and high-level talents who start business in Zibo, the subsidies of 5 million yuan, 3 million yuan and 1 million yuan will be provided respectively by the municipal finance to launch new projects (Responsible department: Zibo Municipal Science and Technology Bureau).

10. “10+10” Entrepreneurship Doubling Program

Conduct the competition rather than selection as choosing the technological entrepreneurship projects for  “Making joint effort, winning in Zibo”. Foster the entrepreneurship competition brand of “Get together to start up, embrace success in Zibo”. Every year, 10 talents (talent teams) from innovative enterprises and 10 talents (talent teams) from innovative projects will be chosen and supported. The former 10 will enjoy support policies referring to “Zibo Talent Plan”. The latter 10 will be tracked to see whether their projects can be implemented in Zibo within one year, among which the outstanding ones can be picked over to enjoy support policies referring to “Zibo Talent Plan” (Responsible departments: Zibo Municipal Science and Technology Bureau, Organization Department of CPC Zibo Committee).

11. Enterprise Management Talents Promotion Program

 According to the Outline of the Ten-Year Training Plan for Entrepreneurs in Zibo (2016-2025),  targeted training in domestic and overseas universities will be arranged for responsible persons of enterprises according to different levels and industries(Responsible department: Zibo Municipal Bureau of Industry and Information Technology). Strengthen the system of professional managers, and encourage enterprises to independently train and hire outstanding professional managers. For full-time introduced professional managers from the Fortune 500 enterprises, China’s top 500 enterprises and China’s top 500 private enterprises, one-time subsidies equaled 10% of their annual salary ( maximum 300,000 yuan) will be provided based on their working years (Responsible department: Zibo Municipal Bureau of Industry and Information Technology).

12. Professional and Technical Personnel Support Program

We will promote the reform of hierarchical classification talent evaluation mechanism, deepen the reform of the professional titles system for teachers in institutions of higher learning, secondary vocational schools and technical colleges, and promote independent evaluation and recruitment in colleges and universities. In the evaluation of professional titles, the grass-roots professional and technical personnel can be evaluated separately. Outstanding young and middle-aged professional and technical personnel with outstanding performance can make an exceptional application for a higher professional and technical title. For those who selected for New Century Talents Project, experts who enjoy the special government allowances issued by the State Council, young and middle-aged experts with great contributions to the provinces and cities, may not be limited by the number of positions set by the department (Responsible department: Zibo Municipal Human Resources and Social Security Bureau). We will implement the plan to introduce famous teachers and doctors and give the highest 1 million yuan support to the first-class domestic and  introduced foreign talent team. The highest support of 500,000 yuan will be given to the newly trained and introduced famous doctors at or above the provincial level (Responsible departments: Zibo Municipal Education Bureau, Zibo Municipal Health Commission).

13. International Talent Pool Program

More than 5 foreign high-end experts are selected every year to grant a financial subsidy of 300,000 yuan. We also will give more support to programs that attract talents. More than 10 high-end foreign expert projects and demonstration & promotion bases are selected every year to grant a financial subsidy of 100,000 yuan, 200,000 yuan respectively. We will support foreign talents in innovation and entrepreneurship in Zibo. When foreign talents apply for the Municipal innovation and entrepreneurship projects, they  will enjoy the same policy treatment as domestic talents (Responsible department: Zibo Municipal Science and Technology Bureau).

 

II. Broaden Talent Introduction Channel and Method

14. Colossal  Award for Talent Scout

Intermediary institutions, units and individuals (the first introducer, except the personnel engaged in talent work in government departments and institutions at all levels of Zibo) will be rewarded a maximum of 300,000 yuan for each introduction of key talents at provincial level or above for Zibo (Responsible department: Zibo Municipal Human Resources and Social Security Bureau).

15. Encourage Family Affection Introduction Talents

The families of Zibo graduates with bachelor's degree or above who work full-time in our city's enterprises and public institutions or return to Zibo to start a business within five years after graduation will be awarded 10,000 yuan. The municipal and district (county) finance will bear 50 percent of the above funds respectively. ( Responsible department: Zibo Municipal Human Resources and Social Security Bureau).

16. Develop Human Resources Service Industry

We will promote the agglomeration and scale development of human resources institutions. The one-time subsidy of 1 million yuan and 500,000 yuan will be provided respectively to the human resources organizations recognized as the national and provincial human resources service industrial park (Responsible department: Zibo Municipal Human Resources and Social Security Bureau).

17. Introduction of retired talents

We will attach more importance to retired talents resources. The municipal finance will provide subsidies and support the service activities carried out by municipal retired professionals and high-skilled talents in accordance with the government agencies and institutions personnel travel subsidy standards (Responsible department: Zibo Municipal Human Resources and Social Security Bureau).

18. Increase the Staff Quotas of Public Institutions

The competent department of public institutions with full staffing may make a special application to the staffing department for the introduced high-level talents. The competent department of employer may apply to the staffing department for high-level talents who have been introduced to and signed a contract with the employer for a certain number of years, and who require for public institutions staffing (Responsible department: Zibo Municipal Commission Office of Public Sectors Reform). Returned Zibo-born employees of public institutions graduated in the last five years with full-time bachelor's degree is not restricted by the staffing limit of employer when they move into the corresponding department (Responsible departments: Zibo Municipal Commission Office of Public Sectors Reform, Zibo Municipal Human Resources and Social Security Bureau). The spouses of high-level talents whose former employer is public institution is not restricted by the staffing limit of employer when they move into the corresponding and optimal department (Responsible departments: Zibo Municipal Commission Office of Public Sectors Reform, Organization Department of Zibo Municipal Committee of CPC, Zibo Municipal Human Resources and Social Security Bureau).

19. Set up Special Posts for Talents

We will set up special posts in the public institutions for the introduction of urgently needed high-level talents. According to the principle of targeted evaluation and assigning, create senior professional and technical posts in grass-roots institutions of our city to optimize their personnel structure (Responsible department: Zibo Municipal Human Resources and Social Security Bureau).   

20. Special Talent Introduction Program for famous universities graduates

We will simplify the approval process of staffing and position to give the employer full autonomy.  We organize the major institutions of our city to carry out campus recruitment activities in key universities in and outside the province annually. Employers may sign contracts for employment directly with the full-time bachelor's degree and master's degree candidates from the top universities in China (first-rate disciplines) and the world's top 300 overseas universities, who are urgently needed to our city's economic and social development and qualified by on-the-spot interview. The introduction of domestic elite universities graduates is not restricted by the staffing limit of employee. If the candidates who have attended the interview of provincial selection plan and gotten a certain marks, but have not been recruited and have reached the intention of two-way selection with the public institutions of our city, they will be directly employed as public institution staff   (Responsible departments: Zibo Municipal Commission Office of Public Sectors Reform, Zibo Municipal Human Resources and Social Security Bureau).

21. Open the Through Train of Talent Attraction Brand Activities

Organize a series of brand activities, such as “Top Talents’ Trip to Zibo”,  “Through Train linking Top Universities and Zibo”. The high-level and urgently-needed talents who are included in the brand activities and meet the requirements can be directly recruited into the “Zibo Talent Plan” after evaluation  (Responsible departments: Organization Department of Zibo Municipal Committee of CPC, Zibo Municipal Science and Technology Bureau, Zibo Municipal Human Resources and Social Security Bureau).

 

III. Stimulate the Vitality of Talent Introducers and Employers

22. Strengthen the Support to Employers

30,000 yuan will be provided to each employer which applies for the national key talent project and Taishan series talent project and enter the final evaluation process. The enterprises that independently applies for or introduce the municipal level or above key talent project candidate full-time, the enterprise owner will be supported by up to 100,000 yuan (Responsible department: Organization Department of Zibo Municipal Committee of CPC). One-time financial support of 50,000 yuan will be provided to the enterprise owners that introduced more than 2 doctoral students or more than 5 master students full-time within one year. Senior professional and technical personnel cultivated by companies or introduced from other cities and working full-time in Zibo will be provided with a one-time 100,000 yuan financial support. Graduating students of full-time bachelor's degree or above of universities in Zibo have a full-time job in the companies, individually-owned business, new types of agricultural businesses, one-time financial support  of 5000 yuan per person will be provided to the employers. The municipal and district (county) finance will bear 50 percent of the above funds respectively (Responsible department: Zibo Municipal Human Resources and Social Security Bureau).

23.  Stimulate the Key Enterprises’ Vitality to Introduce Talents

5 to 10 key enterprises are selected every year to offer 1 place of   Zibo Talent Plan, science and technology innovation category, which are effective in 2 years and doesn’t take up the annual application quota. Those who meet the requirements for application will be directly identified as candidates for Zibo Elite Program after investigation (Responsible departments: Municipal Science and Technology Bureau, Organization Department of Municipal Committee of CPC). Candidates who apply for provincial and above level talent projects, such as Taishan series, and enter the final evaluation process, will not occupy the application quota of application unit and will be provided with preferential support under the same conditions when applying for municipal talent project (Responsible department: Organization Department of Zibo Municipal Committee of CPC) .

24.  Innovate the Talent Fund System of Employers

Talent project funds will be set up in municipal finance subsidizes public institutions, self-funded public institutions, city – run universities. 1.5% of the annual business income or business income will be withdrawn to be used exclusively for self-cultivation and introduction of talents in urgent need. The municipal finance department will give a subsidy of 40%, up to 1 million yuan, to the units which actual expenditure of talent fund exceeding 1.5%  (Responsible department: Zibo Municipal Finance Bureau) .   

 

 IV. Strengthen Innovation and Entrepreneurship Platforms

25. Introduce Large Institutes, Universities, Enterprises

Introduce a number of large institutes, universities, and state owned enterprises, building specialized scientific & technological achievements transformation base and competitive industrial base. At least 100 million yuan will be provided for institutions of higher learning in China and abroad, and national scientific research institution, which can be introduced as whole-system. Up to 50 million yuan will be supported for the well-known universities and research institutes in China and abroad, Fortune Global 500 companies, which established or co-constructed the R&D headquarters or R&D institutions with independent legal person status in Zibo and in line with the industrial development direction of Zibo, in addition, introduced the core technology and configured the core R&D team. Those districts, counties and municipal departments who introduce above-mentioned large institutes, universities and enterprises, will be respectively regarded as the completion of 2 billion yuan and 1 billion yuan investment task (Responsible departments: Zibo Municipal Development and Reform Commission, Zibo Municipal Bureau of Industry and Information Technology, Zibo Municipal Science and Technology Bureau, Zibo Municipal Education Bureau, Zibo Municipal Investment Promotion Bureau).

26. Strengthen Platform Aggregation Function

2 million yuan and 500,000 yuan will be respectively awarded to newly recognized national and provincial innovation platform. (Responsible department: Zibo Municipal Science and Technology Bureau). 1 million yuan and 500,000 yuan will be respectively awarded to newly recognized national and provincial Entrepreneurship incubation demonstration base. (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security). Evaluate the performance of the national registered “Xingchuang Agricultural Innovation Space” and the provincial registered “Agricultural Station”, and provide the best ones with the fund of 200,000 yuan and 100,000 yuan. Funds will be increased to 300,000 yuan for those enterprises and public institutions, which newly constructed the academician workstations and national key talent workstation. In addition, the maximum support is 1 million yuan, according to its operation and the results of transformation. To construct Zibo innovation and entrepreneurship service center for oversea talents. Give full play to the service functions of the existing public technical service platform. and provide   A maximum of 1 million yuan support will be provided to those who are in perfect operation management and offer high-quality and efficient services for small, medium and micro enterprises (Responsible department: Zibo Municipal Science and Technology Bureau).

27. Support the Development of Mass Innovation Space

2 million yuan and 500,000 yuan will be respectively awarded to newly  recognized national and provincial demonstration base of mass entrepreneurship and innovation. (Responsible department: Zibo Municipal Development and Reform Commission). Relying on the key enterprises, scientific research institutions and industry organizations, and focusing on key industries such as electronic information, biological medicine, new materials, modern agriculture,we will vigorously build a low-cost, all-round, professional and open mass innovation space. In three years, we will initially build 50 demonstration mass innovation spaces. Each year, 3 to 5 spaces with strong demonstration and driving effect are selected to give one-time reward of 500,000 yuan for each space. 500,000 yuan and 200,000 yuan respectively awarded to newly  recognized national and provincial mass innovation spaces (Responsible departments: Zibo Municipal Science and Technology Bureau, Zibo Municipal Education Bureau, Zibo Municipal Bureau of Human Resources and Social Security).

28. Leverage Out-of-city Platform Resources

Independent R&D institutions established outside the city by Zibo enterprises, whose R&D achievements are transformed in Zibo, will be provided with a subsidy. This subsidy will be 10% of the increased amount of additional deduction for R & D expenses in the current year than that of the previous year (Responsible department: Zibo Municipal Science and Technology Bureau).

29. Accelerate the Transformation of Scientific and Technological Achievements

Up to 2 million yuan will be awarded to the demonstrative national technology transfer institution. Establish municipal special funds for scientific and technological achievements transformation. For the units who undertake the transformation of national and provincial major scientific and technological achievements, and increase the project sales revenue by more than 50 million yuan during the implementation period, a maximum of 500,000 yuan will be awarded  (Responsible departments: Zibo Municipal Science and Technology Bureau, Zibo Municipal Education Bureau). The subsidy of up to 1 million yuan to will be provided to the unit who purchase products with independent intellectual property rights of Zibo with a purchase amount above 10 million yuan (Responsible department: Zibo Municipal Market Supervision and Administration Bureau).

30. Increase Incentives for Scientific Research

For the first unit who completes the research and wins national and provincial science and technology award, an equal amount fund will be provided by municipal finance (Responsible department: Zibo Municipal Science and Technology Bureau).

 

 V. Enhance  Services for Talents

31. Increase Financial Support for Talent Entrepreneurship

 Implement the discount loan interest policy. A guaranteed loan of up to 300,000 yuan will be provide for each qualified individual entrepreneur, with a full discount interest rate up to 3 percent above the benchmark interest rate. The maximum amount of guaranteed loans for enterprises established by qualified college students and professionals will be 3 million yuan, and the discount interest will be provided at 50% of the benchmark interest rate. For enterprises run by top notch and high end talents, if they have obtained commercial loans and are not included in other discount interest plans, 50% discount interest subsidy will be granted at the benchmark interest rate, with a maximum discount interest amount of 2 million yuan (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security).

32. Housing Project for Talents

The city and districts (counties) will build a large number of property type and lease type talent apartments  to meet the housing needs of talents at different levels. (Responsible department: Zibo Municipal Bureau of Housing and Urban-rural Development) Implement a housing purchase subsidy policy. For talents who miss or give up the above-mentioned talent apartment and choose to buy commodity house, the doctor will be awarded a house allowance 300,000 yuan instead of one-time settlement allowance 200,000 yuan, graduates with master’s degree and bachelor’s degree will receive a one-off housing purchase subsidy of 80,000 yuan and 50,000 yuan respectively. The identification standards and the channel of fiscal expenditure for doctor, graduate students and bachelor's degree students are the same as article 5 and 6 of this document. The high-level talents urgently needed will be enjoy the convenience of “Concrete solution for concrete case” to solve housing problem. (Responsible department: Zibo Municipal Bureau of Human Resources and Social Security) Newly introduced and cultivated high-level talents can enjoy the loan limit of housing accumulation fund twice the maximum when they buy houses for the first time in Zibo (Responsible department: Zibo Municipal Housing Accumulation Fund Administration Centre).

33. Establish Talent Honor System

Select “Zibo Outstanding Talent”. Praise the talents who have made outstanding contributions to accelerating traditional drivers being replaced by new ones and economic and social development in Zibo. The selection activity will be carried out every 3 years, 3 to 5 people each time, and everyone will be awarded 1 million yuan (Responsible department: Organization Department of CPC Zibo Committee).

34. Open Green Channel of School Selection for Talents’ Children

The high-level talents’ children can enjoy the enrollment of preschool, compulsory education and secondary vocational education in the whole city according to their own wishes.  Those who take the junior high school academic level examination may attend the registration and enrollment in the school where they are studying or the school where they are registered, or the intended school which can reach the certain admission line according to the overall arrangement of the students' scores in the whole city. Those who attend the college entrance examination will be provided with counseling service for further study. (Responsible department: Zibo Municipal Education Bureau)

35. Improve Personnel  Coordination Agencies

Set up a municipal talents introduction office, whose staffs are selected from the Municipal Bureau of Industry and Information Technology, the Municipal Science and Technology Bureau, the Municipal Bureau of Human Resources and Social Security and other relevant departments, to jointly promote Zibo's talent work. 36. Strengthen Evaluation of  Talent Work

Improve the assessment of the target responsibility system for talent work in districts, counties and municipal departments. Evaluate the work of talent attraction together with investment attraction. For districts, counties and municipal departments, the completion of 50 million yuan to investment task can be regarded if they introduce 1 science and technology entrepreneurial talent from outside Zibo, who is one of National Key Talent Project, Taishan series of talent or “Zibo Talent Plan”, the completion of the 30 million yuan investment task can be regarded if they  introduce 1 full-time scientific and technological innovation talent from outside Zibo (Responsible department: Organization Department of CPC Zibo Committee, Zibo Municipal Investment Promotion Bureau).

37. Implement Fault Tolerance and Error Correction Measures

In the work of urgently needed leading talent introduction, talent evaluation, innovation pilot, and talent introduction, if the relevant staff members make some mistakes or fail to achieve the expected results, the corresponding responsibilities will be reduced or exempted as long as the decision-making procedure is in line with the regulations   (Responsible departments: Zibo Municipal Commission for Discipline Inspection, Organization Department of CPC Zibo Committee, Zibo Municipal Finance bureau, Zibo Municipal Audit Bureau).

All departments should fully recognize the importance of introducing talents under the new situation, work out concrete measures to promote implementation in the actual situation. All relevant departments should formulate corresponding rules in time by the division of tasks, and do a good job of policy implementation. This document will come into force on November 21, 2019, and according to the new situation, new changes, the talent policy will be updated and perfected annually. The relevant documents previously issued will be executed in accordance with this document if they are inconsistent with this document. In addition, national and provincial public institutions located in Zibo and colleges and universities above municipal level will be separately stipulated. All kinds of municipal talent funds will be non-repetitive,whichever is higher will prevail.
